Robert Gardner Executive Director Elect and Chief Operating Officer of the National Federation of State High School Associations (NFHS). Tim Flannery, joined the staff of the National Federation of State High School Associations (NFHS) in 1998 as an assistant director. The NFHS is the leadership and administrative organization for the 51 member state athletic/activity associations in the United States.
